      "CONFUSED ...WHY DO PEOPLE GET PLEDGES AND OTHERS DON'T"

       HI

      I AM CONFUSED ABOUT THE PLEDGES. WHY DO SOME PEOPLE IN NEED GET PLEDGES BUT OTHER AIDMATES WHO ARE JUST AS DESPERATE DON'T GET ANY. I DON'T UNDERSTAND THIS. IS THERE A SPECIAL CRITEREA AS TO WHO GETS HELP OR PLEDGES AND WHO DOESN'T ? CAN SOMEONE PLEASE EXPLAIN THIS TO ME .
